Announced on UN International Wetlands Day 2026, the initiative emphasizes indigenous knowledge and community leadership in protecting coastal ecosystems.
The framework aims to convert isolated beaches into coordinated economic hubs where tourism directly funds environmental stewardship and community development. Lead Advisor Victor Wilkinson Agih states the model requires strategic branding, infrastructure, and finance. It positions Rivers State as a premier blue tourism destination, projected to attract over 230,000 annual visitors and generate $2.3 billion in revenue, creating 230,000 jobs.

Director-General Yibo Koko notes the initiative redefines coasts as full cultural and civic systems. For investors, it offers a clear path for impact capital. Dr. Chamberlain Peterside highlights its use of sustainable finance to boost GDP through culture and heritage.
Spanning 20+ communities, BlueRiverian structures each site as an investable marketplace aligned with Sustainable Development Goals. Unlike conventional tourism, it ensures economic activity—through festivals, vendor ecosystems, and youth pathways—directly supports mangrove restoration, climate-smart infrastructure, and community-led conservation, anchored on the principle that participation funds protection.
